Inventory for Client and Agency Planning (ICAP)

When the University of Minnesota’s Institute on Community Integration acquired intellectual property rights to the Inventory of Client and Agency Planning (ICAP) from Riverside Publishing, a decision was made to substantially revise the assessment to better reflect changes that have occurred in society since its original publication in the 1980s. That process, which involves substantial work, is expected to take approximately 3-4 years to complete. In the interim, we want to support states, provider agencies, and others who use the ICAP to have continued access to the assessment and scoring system.

To ensure continued access to the ICAP we have done several things

  • Updated the language of ICAP items that did not reflect how we refer to disability today.
  • Revised items that were no longer pertinent to an assessment used to establish HCBS and other program eligibility and for service determination decision-making.

This slightly revised ICAP protocol is available on this website for unlimited, free download during the time period that the ICAP is being revised. It can be used with the current scoring system.

In addition to the aforementioned changes in the ICAP protocol, we are providing a version of the ICAP scoring system that has been tested for use on Windows versions 10 and 11. This will also be available as a free download on this website during the time during which the ICAP is being revised. Because the ICAP scoring system uses a large number of components, we strongly recommend that users contact their local IT professional for installation support.
